This request channel represents Tier 1 access to the Unified Governance Continuum (UGC). It is intended for organizations and institutions seeking introductory information, clarification, or orientation prior to any deeper engagement. Submissions are reviewed to determine relevance and appropriate next steps.

Tier 2 access provides limited, invitation-only entry to internal materials, working documents, and selected intranet resources for qualified parties. Tier 3 access, where applicable, enables structured participation in pilots, collaborations, or formal adoption pathways. Advancement between tiers is discretionary, purpose-bound, and documented.
